Chapter 01
I began my career in 1989 with the Baldwin Park Unified School District police department. Over more than 16 years I served as a school police officer, corporal, sergeant, and captain.
Those years taught me what safety looks like at the ground level: the hallway, the parking lot at dismissal, the phone call no one wants to make. Everything I have done since is rooted in that perspective.
2005
Chapter 02
I then spent more than eight years leading K-12 risk management and emergency management at Baldwin Park. Over two decades I led risk and emergency management functions side by side, overseeing tort liability claims, coordinating litigation strategy with legal counsel, and building proactive risk reduction programs that reduce exposure and strengthen defensibility.
I managed and evaluated complex claims involving student and employee safety, premises liability, and standard of care, working closely with administrators, law enforcement, legal counsel, and emergency management partners.
2014
Chapter 03
In 2014 I joined Irvine Unified School District as K-12 Director, Risk Management, Insurance, and Safety, a role I held for more than twelve years before retiring in 2026.
There I provided strategic leadership in developing the policies, procedures, and training that enhance school safety operations across a large, high performing district.
2024
Chapter 04
In 2024 I founded Framework Synergy Solutions LLC to bring a practical, real world approach to districts everywhere, and to serve as an expert witness for plaintiff and defense counsel.
My aim is to bridge the gap between school operations and the legal expectations of reasonable professional conduct, bringing clarity, credibility, and experience to every engagement.

Every lasting safety program starts with the right foundation: leadership, planning, readiness, and collaboration. On that foundation I help districts build a sustainable framework of roles, structures, and procedures, until people, policy, training, partnerships, and technology work together as one ecosystem.
I am independent and vendor neutral. My recommendations are never influenced by product sales, manufacturer partnerships, or commissions, only by what is in the best interest of students, staff, and the school community.
